CONSTITUTION
CONSTITUTION OF THE WORLD ORGANIZATION OF NATURAL MEDICINE (WONM)
WONM is an international, non-governmental, politically and religiously neutral organization accredited under International Parliament for Safety and Peace for Humanitarian endeavors. Its objectives as set out in its constitution, is the restoration and effective delivery of natural and traditional health care and attainment of the highest level of wholeness, especially for impoverished nations.
“Wholeness,” as defined by WONM’s constitution is more than the absence of disease; it is an approach to health that aims to reduce risk of serious illness by, being proactive not just reactive, providing prevention not just treatment, and encompassing a total approach as opposed to segmented parts, i.e., viewing the individual as body, mind and spirit and finding a balance. It is a framework for achieving potential well-being and a lifelong process. Nations experiencing wholeness in body, mind, and spirit are less likely to engage in war and unresolved conflicts with other nations
Article I
Objectives:
WONM’s objectives as set out in this constitution, is the restoration and effective delivery of natural and traditional health care and attainment of the highest level of wholeness, especially for impoverished nations.
Article II
Functions:
In order to meet its objectives, the function of WONM shall be:
- To assist health the ministry departments of governments, upon request, in strengthening and integrating traditional natural medicine health services
- To provide or assist in providing, upon request of the International Parliament for Safety and Peace, natural and traditional health care services to special groups, such as peoples of IPSP member nations.
- To promote, in co-operation with other specialized agencies where necessary, the improvement of nutrition, sanitation and other aspects of environmental hygiene.
- To promote co-operation among scientific and professional groups that contribute to the advancement of traditional natural medicine healthcare.
- To foster activities in the field of health care delivery, especially those affecting the harmony of human relations.
- To promote and conduct research in the field of traditional natural medicine healthcare.
- To promote improved standards of teaching in natural medicine and integrated health- related professions.
- To provide information and, counsel and assist in the field of natural medicine healthcare.
- To assist in developing an informed public opinion among all people on matters of natural medicine healthcare.
- To help promote international standards for natural medicine education
- To take all necessary action to attain the objectives of WONM.
CHAPTER III
STRUCTURE
The founder shall be president in chief for life and shall be responsible for charting the direction of WONM in meeting its objectives.
The affairs of WONM are carried out by its president in chief, president elect and its sub- board, known as the Assembly. The assembly is composed of two international vice presidents, four international ambassadors, and seven general assembly members. The president in chief and president elect are responsible for appointment of international vice presidents and ambassadors. Vice presidents are elected from the general body of the assembly for a period of five years while sub health assembly members may be elected by recommendation of international vice presidents for a period of three years and may be re-elected or extended provided that the president in chief approve such re-election.
The Functions of the Assembly:
The international vice presidents, upon the approval of the president in chief and or president elect, may delegate the following to its sub assembly:
- Organizing regional congress humanitarian medicine congress and summits.
- The Assembly shall delegate per tasks, for ten months per task. The inception and or completion of each task is to be reported directly to its international vice presidents, who report directly to the president in chief and president elect.
- The Assembly shall adopt rules of procedure as authorized by international vice president upon approval of its president in chief and president elect.
- The Assembly shall inform the president and vice presidents on any matters of humanitarian concerns that the Health Assembly may consider appropriate
- The Assembly shall take appropriate action to further the objectives of WONM upon the approval of its president in chief and president elect.
- All agreements to be entered into must be submitted to WONM’s legal council and first vice president and receive final approval of its president in chief and president elect.
- The Assembly shall have the authority to adopt agreements with respect to any matter within the competence of the Assembly. A two-third vote of the Assembly shall be required for the adoption of such agreement which shall come into force when accepted by it in accordance with the directive of WONM. The president in chief reserves the right to veto any action of the assembly that is deemed not in the best interest of its mandate if adopted.
Registry IV
The Function of the registry;
The registry department shall maintain a data base of doctors and practitioners who have met its criteria for registration for humanitarian medicine personnel, and to dispatched as needed to administered to the needs of poor in the areas of emergency relief, education, health care and community development
Article V
PUBLICATION:
The international traditional natural medicine manual shall be developed and published under this department in addition to all other publications such as news letters, publications and research in the public interest.
Article VI
HUMANITARIAN MEDICINE:
This department shall be responsible for delivery of traditional natural medicine health care and community development worldwide through its Clinics for Humanity program.
Article VII
Budget and Expenses
The secretary to the chief president and president elect shall prepare and submit to its finance department the annual budget estimates of the organization as directed by its president in chief and president elect.
The international presidents may accept and administer gifts and bequests made to WONM, provided that the conditions attached to such gifts and bequests are consistent with the objectives and the policies of WONM and are approved by its president in chief.
A special fund shall be established to meet emergencies and unforeseen contingencies.
All executives expenses incurred in administering the affairs of WONM shall be paid for by the organization’s budgeted expenses.
Article VIII
PRIVILEGES AND IMMUNITIES
- WONM shall enjoy in the territory of affiliate member or intergovernmental organizations and IPSP country such legal capacity as may be necessary for the fulfillment of its objectives and for the exercise of its functions.
- WONM’s president in chief, president elect, international vice presidents, ambassadors and assembly members shall similarly enjoy such privileges and immunities as necessary for the independent exercise of their functions in connections with WONM. Such legal capacity, privileges and immunities shall be defined in a separate agreement to be prepared and voted on by two- thirds of its assembly members upon the approval of its president in chief and president elect.

Article IX
AMMENDMENTS
Text of proposed amendments of this constitution shall be communicated by the president in chief to the assembly at least six months in advance of their considerations. Amendments shall come into force when adopted by a two third vote of the health assembly but may be vetoed by WONM’s president in chief.
Article X
INTERPRETATION
Any question or dispute concerning the interpretation or applications of this constitution that is not settled by negotiation shall be referred to an external independent organization for resolution unless the parties concerned agree on another mode of settlement.
This Constitution was composed on the 1st day of January 2006 and amended on July 27th, 2007 in a single copy in English and accepted by the majority executive council members.
